CY8CKIT-044 Powering from Vin

I have a CY8CKIT-044 that I can power using USB; however, when I try to power the kit using J7 (Vin, Gnd), the board will not power up.  I have tried 12v-5v/3a converted, 9v battery pack, 12v/3a walwart -- none of them will power the board.

I've read the manual several times and I don't see anything about setting jumpers or otherwise changing the board configuration.  Does anyone have a similar experience and/or solution?
